The intention of this fit is to make it possible for characters with very low skillpoints to take advantage of the lower priced (at time of writing) Tranquil Firestorm filaments. I haven't lost it yet, and had only Amarr Frigate 2 and Small Projectile Turret 1 during my first couple runs.
It should be cap stable despite using no cap modules or rigs, so you can run the afterburner, armor repairer, and web at all times.
Web each target when it gets into range (<10km), set your default orbit at 500m, and run guns until they explode. With autocannons you're shooting into your falloff most of the time, so the closer you can orbit, the more damage you'll be able to apply. Use Phased Plasma S. Republic Fleet version if you like. It deals mostly thermal damage so it takes advantage of the thermal resistance penalty of Firestorms.
Spawn notes:
Striking Damavik - If their damage starts ramping up enough to worry you, you can reset their ramp by flying directly away from them until they're beyond 10km. This should be easy since they'll be under your web in that range. Once they yellow box, close range, re-web, and resume orbit.
*needle Tessallas - The order of priority is Emberneedle Tessellas, then Blastneedle Tessellas, then everything else, due to the damage types they deal against your resists.
Devoted Hunter - The reason this fit has a plate. They will regularly get you down to below 50% armor HP, not quite so low as your skills improve. This means that without the plate, which approximately doubles your armor HP, you'd be getting into structure damage. It's a dps race you should always be able to win if you close range and apply damage quickly.
Agency 'Hardshell' TB3 Dose I - optional, I've never had to use it. It's cheap, so I keep it in my cargohold as an extra thing to try if I get into a bad situation.
Damage Control I vs Compact Multispectrum Energized Membrane - use whichever you prefer.
As your skills improve, other fits will likely allow you to achieve lower run times by achieving higher damage through racial frigate bonuses, and/or by applying damage at higher ranges, allowing you to lower your time spent flying between things in each room.
